Impact assessment of anti-dumping duties on the global biodiesel market

New biodiesel duties to put downward pressure on freight rates from East Coast South America to US.

 

In early November, the US Department of Commerce revised import duties on Argentinian and Indonesian biodiesel after finding that products used as motor fuel were being sold at prices that undercut the US market. While the tariff for Indonesia is lower than that proposed in August, for Argentina it is higher which will be doubly difficult for the South American producer as the country forecasts a bumper soybean crop this year.

In 2016, the US received 90% of the 1.63 million tonnes of biodiesel that Argentina sold abroad as local producers export reliance shifted following the EU’s imposition of import duties. Meanwhile, it will have limited impact on Indonesian exports to the US because that have already fallen to negligible levels in 2017 compared with 371,000 tonnes in 2016. Indonesia has also been looking to other export markets such as China.

 

Tariffs on biodiesel imports from Argentina and Indonesia by the US

The duties range from 71.45% to 72.28% on Argentine soy-based biodiesel, up from the preliminary rates of 50.29% to 64.17%. Final anti-subsidy rates for palm oil-based biodiesel from Indonesia were set at 34.45% to 64.73%, below the range of 41.06% to 68.28% in August.

Elsewhere, the EU reopened its biodiesel market to Argentine exports in September this year by agreeing to significantly reduce import tariffs.. It has lowered the anti-dumping duties on Argentinian biodiesel from 22.0-25.7% to 4.5-8.1%. However, the EU has maintained its antidumping duties on Indonesian imports.

 

As a result of these changes in tariffs Argentina’s biodiesel exports surged to 200,000 tonnes in October, all of which was shipped to the EU (mainly the Netherlands and Spain). In contrast, no biodiesel was shipped to the US in October for the second consecutive month.

 

Impact on the chemical/vegoil shipping

Higher duties on bio-diesel will raise fuel prices in the U.S, which in turn will negatively impact on bio-diesel imports from Argentina. In these circumstances Argentinian product is likely to flow to Europe. Overall, we anticipate that bio-diesel trade volumes from Argentina to the US will decline, while the volume to Europe will pick up. Considering Soybean oil is the largest biodiesel feedstock in the US, this could also mean incremental trade volume flowing into the veg-oil market. As for freight rates we expect rates from East Coast South America to the US to remain weak in 2018 reflecting lower bio-diesel exports from Argentina. Bur freight rates to Europe are likely to remain stable as a result of higher export volumes which will be underpinned by lower duties and seasonal demand.
